The project was the brain child of DIC's Andy Heyward, who had produced shows like INSPECTOR GADGET and HEATHCLIFF. SGT. KABUKIMAN, NYPD was his son's favorite movie.\n\nThe script planned to expand the story with additional superheroes and villains to build out the world.
